Q1.
 
Who is eligible for the MCAP?
A1.   Any municipality in Vermont, smaller municipalities are given preference.
Q2.   Is this program mandatory?
A2.   No. The MCAP is a voluntary program.
Q3.   How does MCAP work?
A3.   The MCAP Specialist comes to you when you request an on-site visit and compliance review. The review results in a letter which discusses any non-compliance issues found, potential corrective measures and any waste reduction opportunities identified.
Q4.   Will a regulatory program inspector be sent out as a result of a compliance review?
A4.   No. The regulatory programs and the MCAP are run entirely independently of one another. The compliance review is performed in confidence and will not be shared with the regulatory programs.
Q5.   Will I have to follow-through on the program's recommendations?
A5.   No. But we do hope that recommendations will be implemented.
Q6.   How much does the compliance review cost?
A6.   Nothing, but it has the potential to save you money. The program is fully funded by the Department of Environmental Conservation to assist municipalities.
Q7.   Is there a waiting list?
A7.   The program is operating on a first-come, first-served basis. Sign up as soon as you can.
Q8.   What if the compliance review discovers a violation?
A8.   If the non-compliance issue does not "threaten or cause substantial actual harm to public health or the environment", the regulatory program will not be notified. Violations will be discussed in a letter from the MCAP sent solely to the municipality.
Q9.   If I do not want an on-site compliance review, but want information on compliance issues, pollution prevention, waste reduction, or recycling, where can I get it?
