Dan Whipple, VOSHA Compliance Assistance Specialist/VPP Coordinator, will begin the day speaking on slips,trips and falls, ladder safety and fall protection for General Industry. Fall protection and ladder safety demonstration by Paul Leithner with The DBI Sala Group.

The purpose of this workshop is to provide attendees with the information needed to prepare an Integrated Contigency Plan (ICP) also known as "The One Plan".
The ICP is an approach to emergency planning that allows the planner to incorporate the information required by all 9 of the major federal emergency planning rules in a single document. Attendees will learn the applicable rules that cover emergency plans and how to gather information to write their own plans. This includes 3 planning requirements under OSHA, 3 under EPA and one each for the US DOT, US Coast Guard and the Mining Safety and Health Act. On the federal level alone, requirements originating from the Oil Pollution Act (OPA-90), Clean Water Act, Resource Conservation and Recovery Act (RCRA), Clean Air Act,
Mining Safety & Health Administraion (MSHA), the US Department of Transportation (USDOT), the US Coast Guard,
and Occupational Safety Health Act (OSHA) can lead to as many as nine separate facility response plans.
Facility owners face a myriad of state and federal emergency response planning requirements. The old approach to satisfy these requirements has been to develop individual plans for each set of regulations. In recent years, the federal government has offered a format for combining planning criteria into one effective document that will be readily accepted by all regulatory agencies involved. The National Response Team (NRT) is composed of 15 federal agencies and has developed the format for the "One Plan" that avoids unnecessary duplication of effort and offers significant time, paper, and financial savings. It also promotes an all-incident approach to respose planning across a facility.

The One Plan format is an option. Facilities are under no obligation to change existing plans to the One Plan format or to use the NRT format for new plans.

EPA's Small Business Ombudsman 
The Small Business Ombudsman (SBO) serves as an effective conduit for small businesses to access EPA and facilitate communications between the small business community and the Agency. The SBO reviews and resolves disputes with EPA and works with EPA personnel to increase their understanding of small businesses in the development and enforcement of environmental regulations. The SBO function was established in 1982 and is currently a part of EPA's Office of Small and Disadvantaged Business Utilization located within the Office of the Administrator. The SBO's primary customer group is the nation's small business community. Significant secondary customer groups include state and EPA regional small business ombudsmen and national trade associations serving small businesses.
